After six months of strategic appraisal of its operations, Lekki Gardens Estate Limited has engaged the services of top-notch consultants and contractors in the construction value chain to oversee its construction across its project sites, and to ensure delivery of quality and affordable housing to its client.

Its Managing Director/Chief Excutive Officer (CEO), Richard Nyong, said the company embarked on strategic overhauling to enable it deliver better housing.

“In the last six months, we have taken time to review and strengthen our technical structure; today, Lekki Gardens now boasts of a solid technical team with qualified and experienced professionals to deliver a world-class housing experience to our clients.

“We also now work with the ‘best in class’ among building and construction consultants and contractors in Nigeria,” he said.

Nyong announced the appointment of Andrew Jibunor, a building and construction expert, whose professional career spans over two decades as the Chief Technical Officer (CTO) for Lekki Gardens, adding that the company had made key appointments in other departments of the company, as well.

He explained that while work had started on some of Lekki Gardens’ sites, construction would commence fully by the end of the month. He appealed to the firm’s clients for understanding, saying the delay in delivery of their houses was caused by the restructuring aimed at delivering world-class quality housing.

While assuring clients and stakeholders in the company of the safety of their investment, as well as its value appreciation in spite of the economic downtown, Nyong pointed out that despite the temporary setback, the company remains economically viable and liquid without any form of indebtedness to any bank. He revealed that the accounts of the company have been audited and certified satisfactory by Ernst &Young, a global auditing firm.

Jibunor listed part of the restructuring to include Quality Management, Planning  and Coordination, as well as Health, Environment and Safety checks, saying this was in line with global best practices.

His words: “In line with the mandate of the technical team, we are leaving no stone unturned in ensuring best quality standards at every stage of the building process. Our new process ensures that every project passes through a more rigorous procedure of monitoring, supervision and approval to ensure that we deliver a unique housing experience for our clients.”

He said the new technical team had introduced a new health, safety and environment regime,  stressing it is mandatory for all Lekki Gardens facilities, workers and contractors, saying that this had incorporated the implementation of Personal Protective Equipment (PPE), Signages, training and deployment of safety representatives/officers across sites as well as safety induction for  visitors.

In ensuring a technically sound building and construction, he added that the technical team has carried out a condition survey for sites, building and structures to ensure the quality of work in terms of existing design information appraisal, visual appraisals and inspections as well as other appraisals like soil tests/CPT, NDT, pile loads, perimeter survey, confirmation of topographical and spot levels and mechanical and electrical installation and integrity tests.

Jibunor added that the new technical team has integrated the use of information technology in their systems with the introduction of the Builders’Trend to provide a bird’s eye-view of their projects on one mobile platform for stakeholders. The builders’ trend communication platform equips the company’s stakeholders, marketers and subscribers, with the tracking mode and follow-ups as well as updates on ongoing projects.

Earlier, the Lagos State government had unsealed the construction sites belonging to Lekki Gardens. However, the firm opted to delay its recommencement of work until it was able to conduct a self-appraisal by taking a cursory look at  its projects, revisiting technical details, such as soil test, building designs and fixing any identified issues to ensure better housing delivery.

The Lagos State Government says stability tests on buildings constructed by the Lekki Gardens to ascertain their structural integrity have commenced.

A building constructed by Lekki Gardens had recently collapsed in the Lekki area, killing no fewer than 35 persons.

The state government had subsequently ordered that other buildings constructed by Lekki Gardens be made to undergo integrity tests to avoid another collapse.

The acting General Manager of the Lagos State Materials Testing Laboratory, Rasheed Balogun, according to a statement on Sunday, says tests will be conducted on some buildings without sending away the occupants in the Lekki Gardens Estate in order not to cause them discomfort.

Balogun said the decision to embark on the tests was in line with the directive given by Governor Akinwunmi Ambode to ascertain the “liveability status” of all buildings constructed by Lekki Gardens.

Balogun, an engineer, said the tests would be a “non-destructive test and partial destructive in some cases”.

He added that the tests would be extended to other construction sites and estates within and around the Lekki area to confirm their status.

He said, “There is a test called coring test, which has a partial destructive tendency, while we are also carrying out another test on some buildings called pundit test, which will not cause any damage or make any mark on the buildings.

“The concluding part of the tests will be completed in our laboratory before we now determine the state of these buildings.

“The position of the state government is that any building that is defective and structurally unfit for habitation should be demolished.”

Balogun noted that vacating the structures was, however, the best option and would speed up the testing process.

He urged the occupiers of structures within the Lekki Gardens Estate, to comply with the vacation order of the governor, and vacate the buildings until investigations were completed.

“The life of every Lagosian is important to the government,” he added.

The Management of Lekki Gardens has confirmed the unfortunate incident, Tuesday March 8th 2016 where a building collapsed at about 4a.m. in the morning, at one of its residential estate projects in Lekki. The building which was under construction was meant to house a number of apartment units.

Rescue work started immediately and so far 18 people have been reported dead and others injured. The exact cause of the incident is not known at this time. All of our incident response procedures have been initiated, our support services have been mobilized and relevant authorities have been advised. As regards the said building, investigations are being carried out to ascertain the cause of the collapse. In line with our usual safety standards, all sites are closed off by 6pm daily and it is mandatory that every worker leaves at that time.

The company is cooperating with the National Emergency Management Agency, Lagos State Government, Fire Service and Lagos State Police to speed up rescue efforts. Investigation is already underway to ascertain the identities of those affected as it is not company policy for site workers to take shelter in uncompleted buildings.

Lekki Gardens is a reputable residential property development company and has successfully completed and delivered over 6,000 units of houses across Lagos, Ogun, Rivers State and the Federal Capital territory, Abuja in the past 4 years and most of them already occupied. The Lagos State Government has expressed its condolences over the death of construction site workers who lost their lives on Tuesday as a result of the collapse of a five-storey building under construction on Kushenla Road, Ikate Elegushi, Lekki. In a press release issued on Wednesday and signed by the Commissioner for Information and Strategy, Mr. Steve Ayorinde, the Lagos State Government also announced that

Based on preliminary reports and investigation, it was discovered that the collapsed building was served contravention notice for exceeding the approved floors and thereafter sealed by the Lagos State Building Control Agency.

It added that it has also been discovered that in a brazen act of defiance and impunity, the owners of the building, Messrs Lekki Worldwide Estate Limited, the promoters of Lekki Gardens, criminally unsealed the property and continued building beyond the approved floors until the unfortunate incident of Tuesday which has led to loss of lives.
 The statement added that arising from the Lagos State Executive Council meeting decision on Wednesday, the State Government will no longer tolerate the action of unscrupulous owners and builders who challenge its supervisory control thereby endangering the lives of Lagosians.
 The State Government has consequently directed the suspension of work at the site and ordered the Lagos State Police Command to cordon it off as it is now a crime scene.
 The government also directed further integrity tests be carried out on every other construction project which has or is currently being handled by Messrs Lekki Worldwide Estate Limited in the interest of public safety.
 Furthermore, the release quoted the Lagos State Governor, Mr. Akinwunmi Ambode as saying that all directors of Lekki Worldwide Estate Limited are strongly advised to submit themselves to the Lagos State Commissioner of Police within the next twenty four hours in their own interest or face immediate arrest.
 The statement also commended the timely response and remarkable intervention by the combined men of the Lagos State Emergency Authority (LASEMA), the Lagos State Fire Service, Lagos State Ambulance Service (LASAMBUS), Red Cross, National Emergency Agency (NEMA), Lagos State Building Control Agency and the Rapid Response Squad (RRS).
 The Lagos State Government also warned that it will no longer be business as usual stating that any developer either on existing or new building projects who fails to comply with building and construction regulations or attempts to subvert the law will henceforth face criminal prosecution.

A real estate firm, Chattel Reality and Investment Company says it has introduced a land ownership scheme that will eradicate owning a land in Lagos State as being the exclusive reserve of the rich and the powerful. One of such schemes with which the firm intends to achieve this is the Palms Villa Estate in Ibeju Lekki and Ikorodu,  which the firm has started selling.

Aside from its 10 per cent discount offer on all land payment plans, the company is spreading payment options for purchased land up to four years. The financial arrangements for the Lekki Deep Seaport will be concluded in September, the promoter of the project, the Tolaram Group, has said.

The Chairman of the group, Mr. Mohan Vaswani, said this in Lagos while receiving a delegation from the Nigerian Ports Authority, led by its Managing Director, Mr. Habib Abdullahi, on Friday.

The project is a joint venture between the Federal Government, which is being represented by the NPA, the Lagos State Government and the Singaporean firm, the Tolaram Group.

Vaswani said, “Six banks have formed a consortium and are moving towards financial closure in September 2015. The banks include African Development Bank, Standard Bank, Standard Chartered Bank, European Investment Bank, and Rand Merchant Bank among others. Serious commitment has been made by key members of the proposed lending the consortium.

“In the meantime, Lagos State and the NPA have contributed their share of the equity. So, we are going to give the notice to proceed to China Harbor Engineering Company. This will take effect probably in the month of April and we expect them to be fully on the ground sometime in July and to begin the construction in earnest.”

The construction of the $1.5bn port is estimated to take 40 months and it should begin operations in 2018.

Vaswani praised the NPA management and the Lekki Port Committee for their commitment and attention to detail on the project, while working with the Tolaram Group.

He added that the port would be the hub for West Africa and the largest deep seaport on the continent, outside South Africa.

Vaswani said, “Within the next few months, this Lekki area will be energised with the sound of construction of a world-class deep seaport, which will definitely position Nigeria to host the highest throughputs in West Africa, with investments exceeding $25bn.

“This is going to be a game changer and we are honoured to be part of this process. Once again, we thank the NPA and the Lagos State Government for their support and we look forward to an exciting collaboration.”

He added that the construction of the seaport would encourage a corresponding development in the Lekki Free Trade Zone.

Abdullahi, on his part, denied reports that the NPA had not paid its share of the equity.

He said the NPA paid about N1bn in 2014 as its contribution towards the project and had also earmarked some money in its 2015 budget for the balance.

Abdullahi said, “The port will be a driving force for the economy and bring employment. It will also act as a catalyst and attract investors for the development for deep seaports at Badagry, Olokola, Ibaka and Ogedengbe.

“It will boost export promotion; that is why we have export processing zone there, and it will be for the benefit of this country.”
