A group known as the Nigerian Slum and Informal Settlement Federation has demanded the retraction of a seven-day ultimatum issued by the Lagos State Governor, Akinwunmi Ambode, to waterfront communities across the state.

The group said the notice was a continuation of the anti-poor policies of the Lagos State Government.

The letter dated October 11, 2016, was signed by leaders of Ago Egun, Ebute-Ilaje in Bariga, Orisunbare, Sogunro, Ofin in Ikorodu, Ajagbe Sari Iganmu, Abete Ojora, Itun Agan, Mosafejo Oworonshoki, Tarkwa Bay, Olufunke Majidun, Tomaro, Oko Agbon, Otumare Ilaje, Baiyeku, Irede and Otodo Gbame communities.

Ambode had last week said all illegal structures on the state’s waterfront would be demolished following the rising cases of kidnapping.

The group said it had on October 4 delivered a letter to the governor during a peaceful protest, demanding for partnership towards a pro-poor urban agenda in Lagos.

Its letter read in part, “During our peaceful protest, we were addressed by the Senior Special Adviser to the Governor on Civic Engagement and invited for a meeting on October 5, at which we presented the concerns of three different constituencies of the urban poor such as persons living in slum settlements, persons working in the informal economy and persons living with disabilities.

“At the close of the meeting, we agreed to have another meeting on October 11 to present proposals on core issues of housing, security of tenure and protection of livelihoods to help Lagos become an inclusive megacity. It was with great shock and dismay that we heard the public announcement on October 9, purporting to give a seven-day notice of demolition to all informal waterfront communities across Lagos State.

“Consequently, and with heavy hearts, we hereby denounce your announcement of October 9 and demand official and immediate retraction. We have no choice but to suspend all dialogue until such a notice is retracted.”

The group said forced eviction would not solve the administration’s problems or set the state on its part to becoming a global mega city.

“The only path to a real mega city status is to embrace the urban poor and partner with us to find lasting solutions to challenging urban problems such as security and development,” the group added.

Governor Akinwunmi Ambode of Lagos State on Tuesday said he would sanitise every nook and cranny of the state.

Ambode spoke at the Lagos House, Ikeja, during the inauguration of a special committee saddled with the responsibility of restoring the original master plan of the Ikoyi, Victoria Island and Lekki areas of the state.

The governor said his administration was determined to rescue the state from impediments, adding that his resolve was non-negotiable.

 

He said, “We have observed gross abuse of urban planning and environmental laws which necessitated the decision to embark on a major clean-up of the environment. Cases of abandoned property have become rampant with miscreants taking over the property as their bases to cause havoc.

“Our roadsides now parade pockets of illegal kiosks, unapproved mechanic workshops and roadside beer parlours. In addition, originally residential areas now have commercial concerns located there, distorting the balance of the environment.

“These bad environmental practices can no longer be tolerated and will be brought to an end immediately. A safe, clean and prosperous Lagos is non-negotiable; that is the commitment of our administration. We will not allow these environmental infractions to continue.”

The governor added that the Victoria Island, Ikoyi and Lekki clean-up was the beginning of a rescue operation that  had come to stay until Lagos was clean.

The committee is chaired by the Secretary to the State Government, Tunji Bello, while other members are Commissioner for the Environment, Babatunde Adejare; Commissioner for Tourism, Arts and Culture, Folorunso Coker; Commissioner for Waterfront Infrastructure Development, Ade Akinsanya; Special Adviser to the Governor on Urban Development, Yetunde Onabule; Senior Special Assistant to the Governor on Political Matters, Adekunle Olayinka; General Manager, Lagos State Waste Management Authority, Segun Adeniji; and General Manager, Lagos State Urban Renewal Authority, Lateef Sholebo.

Others include Assistant Commissioner of Police, Sulaimon Dogo; Chairman, Lagos State Task Force on Environmental and Special Offences (Enforcement) Unit, Olayinka Egbeyemi; sole administrators of Iru/Victoria Island and Ikoyi/Obalende local council development areas, Aderemi Adebowale and Goke Olawale, respectively.

Responding on behalf of the committee, Bello said the members were ready to carry out the task.

Recently, my residence was gutted by fire. Though my section of the house was not affected, the victim was still in a quagmire: before he could even clear the debris of the fire incident, the landlady came into the fray. Pronto! She issued everyone a notice to quit citing the fire incident and a need for renovation of the house.

Explanation that only a room was affected by the fire and the fact that the occupier was ready to effect necessary repairs fell on deaf ears. It was based on this that one had to seek for another accommodation, but what I met demands urgent actions and intervention of the Lagos State Government to avert needless breakdown of law and order.

In the first instance, Lagos property owners have gone out of control. They fix rents arbitrarily without any recourse to rules or tenancy laws. In the course of scouting around, I met a landlord who told me categorically that a two-bedroomed flat was N1m in a house in Surulere built in 1998. Even when other houses within the same vicinity were N500,000. He stuck to his gun telling me he had no apologies since he owned the property.

Another landlord said his own three-bedroomed apartment in a place close to the Lagos University Teaching Hospital was N1.5m when the same apartment in the same vicinity goes for N700, 000. He was adamant and saw nothing wrong, even though the house in question was the old Lagos Executive Development Board built probably in the 1970s. The same went for a landlord who told his tenants in a block of two-bedroomed flats to vacate if they were not ready to pay N800, 000 when their neighbours using the same two-bedroomed flat were paying N500, 000! It is not unusual for a prospective or sitting tenant to witness the above scenarios.

One very common category of property owners in Lagos are the inherited landlords/landladies. This is the group of people who inherit some of these properties from their parents or families. Some of this set of people is so vicious that rent increment on a yearly basis is not considered an issue. In fact, tenants residing in houses managed by this set of owners have little or no rights as any action is met with a threat of ejection. It is in this kind of places that house owners don’t pay any bills, be they waste management, security, house maintenance, water rate and some even electricity bill. Tenants are in most cases consigned to all sorts of illegalities that they dare not complain about.

It is common knowledge that from Surulere, Gbagada, Yaba, Jibowu, Ebute-Meta all the way to the Island (Victoria Island, Ikoyi, Lekki, particularly in Lekki/Ajah areas almost 65 per cent built houses have remained unoccupied due to high rents) the exorbitant cost of letting is shocking and unbearable to most tenants. The Lagos hinterland like Ikorodu, Ipaja, Alimosho, Ayobo, Oke-Aro, Abesan, Ijaiye-Ojokoro among others are not faring better. Property owners remain king and fix rents arbitrarily without any recourse to the prevailing dwindling economic situation or control or regulation by the government. Considering that property appreciation is dependent on government’s provision of amenities like good roads, drainage, pipe-borne water, electricity among others, why is the Lagos State Government quiet when the citizenry are being fleeced so brazenly?

The government on its part has been accused of not doing enough in housing provision especially for the low income earners. The celebrated low cost housing model developed by the Jakande administration in the Second Republic was not built upon towards delivering mass houses for the people. Instead, successive governments, particularly the last administration of Mr Babatunde Fashola, (who was accused of elitism), built houses beyond the reach of the common man. Since government is a social service and not for profits, then, it behoves Governor Akinwunmi Ambode to look inward for delivery of mass houses with a social template. This will surely mitigate against the continued arbitrariness of property owners in Lagos.

In addition, I will like to call on Ambode to resume work on the unfinished housing estates left behind by his predecessor, specifically in Ijora, Surulere, Ilubirin/Osborne, Gbagada, Lekki, Akerele, Imota, and Ikorodu. Completion of these estates must be with a social intent that will benefit the majority, mostly low-income earners.

The All Progressives Congress , APC Lagos State has thrown its massive weight behind Governor Akinwunmi Ambode for making the issue of security of lives and property in Lagos the number one priority. The party says that with the massive procurement of security equipment, the state has served warning to all criminals that they have no hiding place in Lagos.

In a statement issued in Lagos by the State Publicity Secretary, Joe Igbokwe, the party said Governor Ambode has shown through actions and deeds that he takes the matter of security of more than 20 million Lagosians damned too serious and will stop at nothing to make Lagos the most secured state in Nigeria. It urges the police and all other security agencies to compliment the efforts of the state government by redoubling efforts to totally rout criminals from Lagos.

“Given the huge resources expended to acquire these security gadgets we have no doubt in our mind that the Governor is aware that without security life will be meaningless for Lagosians. Good governance, peace, creation of jobs, and development of infrastructure to meet with the exponential growth of the population would have been put in jeopardy without functional security of lives and properties.

“With what Lagosians saw on display last Friday in the seat of government in Alausa Lagos, it is clear that Governor Ambode has issued a stern warning to criminals and hoodlums to leave or perish. It is a clear signal that it is no longer business as usual for criminals in Lagos who may try to test the will of the present state government . It is a final push to flush out undesirable elements and put an end to smashing of glasses and robbing of commuters at traffic gridlocks within the metropolis.

“We are indeed delighted that that the Lagos State government, ably led by Governor Ambode has risen to the occasion to tackle the problem head on, being responsive and responsible when the need is greatest. We are delighted that the man on the driver’s seat in Lagos has shown that leadership goes with responsibility. Lagosians demand nothing else.

“We have no doubt in our mind that all Lagosians and all the security personnel will work in tandem to reduce crimes to the barest minimum knowing full well the power of teamwork and collectivity. Lagos State Governor Akinwumi Ambode on Friday said the state would consider adopting a ‘rent and own’ policy in resolving its housing deficiency.
In a chat with media executives at his office in Alausa, Ikeja, Ambode acknowledged that it was not easy for a winner of a three-bedroom flat, under the state government’s housing scheme, to make an initial payment of about N5 million– half the cost– before spreading out the balance through monthly payments.
He noted that it was unnecessary for a bachelor or spinster to own a three-bedroom flat, stressing that it was better for those in this category to get studio apartments and upgrade to more spacious accommodations when they get married and started having children.
He appreciated the solid foundation already laid by his predecessors in office in the state, and called for suggestions and constructive criticism by all residents, including the media, so as to build on what was on ground.
The News Agency of Nigeria (NAN) quotes Ambode as noting that the multi-modal approach already in place to tackle transportation problems in the state would be improved upon.
Stressing that his mantra would be ‘continuity with improvement’, the governor said that the involvement of the private sector in solving Lagos State’s transportation problems would be intensified.
He said that though about 230 private boat operators were transporting about a million people daily through the waterways, more were welcome.
The governor said that as more means of mass transportation came on board, the more than 600,000 private car owners and 120,000 motorcycles that were being put on the road in the state on daily basis would reduce in number.
On dwindling federal allocation, Ambode said that the state would enlarge its internally generated revenue drive, without bringing hardship to residents.
According to the governor, less than half of the taxable adults in the state currently meet their civic obligations and it was time more were made to key in without increasing taxation.
Ambode also said that more effort would be put in place to promote tourism in the state and use this to provide jobs for the teeming unemployed, adding that a summit would soon be convened to address the critical issues in the sector.
The governor also said that with a view to making the state the hub of investments in the West African sub-region, modalities were being put in place to woo more genuine investors from far and near.
Reiterating that his focus would be to shift development to the rural areas and thereby arrest urban drift, Ambode noted that the provision of electricity, potable water and other social amenities would receive priority attention. (NAN)

Governor of Lagos state, Akinwumi Ambode Tuesday signed and approved the immediate release of 2,500 Certificates of Occupancy (C of O) to property owners across the state.

Executive Secretary in the Lands Bureau, Mr Olukayode Ogunnubi who disclosed this, said the development was in line with Ambode’s effort to clear the backlog of C of O that was carried over from the previous administration.

According to him, “A clear distinction must be made that this present government wants Lagosians to maximise the economic benefits derivable from ownership of properties as evidenced by obtaining their legal titles.

“That is what we are trying to achieve and that is the reason why the Governor decided to clear all the back log, everything. Now we do not have pending C of O on our table,” he said.

Ogunnubi said the advantage of the recent development will enable owners to leverage on the C of O as collateral to obtain loans from financial institutions for business activities.

“This will also contribute to the growth of the state’s Gross Domestic Product (GDP) and ultimately the development of the economy of the state,” he said.

He disclosed that the Governor intends to ensure that the process of applying and getting the copy of the C of O is not only less cumbersome but treated within the stipulated time.

“So once we have any new applicant for C of O, the Governor’s mandate is to ensure that he signs it within the 90 days tenure. Once you make your payment, we start the processing. Let me also report that we are going on the Electronic C of O fully (E-C of O). All the ones he signed are also E-C of O.

“In a nutshell, the idea is to eliminate bureaucratic bottlenecks and this is what the Governor intends to achieve in line with his commitment to make life simple and easy for the people.

“This is a standard milestone as the last time such was witnessed was during the era of the first civilian Governor of Lagos State, Alhaji Lateef Jakande,” he said.

Ogunnubi said the list of all the 2,500 C of O’s signed by Ambode will be published in the national dailies from Wednesday.

ambodeThe Lagos State Governor, Akinwunmi Ambode on Sunday promised residents of Epe community that the ancient town would undergo infrastructural transformation during his governance.

At a special Ramadan Lecture held at the premises of the Epe Local Government Council, the Governor thanked the people for their support for the All Progressives Congress (APC) during the election period. He promised that the development of the Epe community would be utmost to him.

In his speech, he assured the residents that their gesture of support would not be ignored and that his administration would carry out infrastructural projects to improve their standard of living.

“I just want to say a big thank you to everyone here. I know that a lot of us contested, but the bottom line is that I belong to this community and whatever it is that we do, it is in the interest of this community. We are all going to stand together to make sure that the development of Epe is uppermost in our heart.”

Governor Ambode who hails from Epe, encouraged residents to join hands with his administration, urging Muslims to seize the period of Ramadan to pray for the success of his tenure.

“I am glad Epe is one. It pleases God that what we’ve missed in the city for almost forty years has come to us. It is now left for all of us to come together and join hands with this government.” He said during his speech.

He further stated: “There is nothing I can do for Epe people that can be enough, but I assure you that Epe would be a new city. All I need from you now is prayer because I am ready to pay my dues in Epe and I will try my best to ensure that Epe and indeed Lagos State witness all round development and transformation”.

Earlier, the guest lecturer, Dr. Nosirudeen Onibon, urged those who would form the cabinet of the Governor to imbibe the culture of moral competence in the discharge of their duties.

He stressed that successful governance was largely dependent on division of labour, imploring all hands to be on deck during the current administration.

Onibon expressed optimism that with Governor Ambode at the top of the state’s helm of affairs , Lagos would experience a great deal of development.

Ambode-Tanker FireGovernor Akinwunmi Ambode of Lagos State has summoned Petroleum Products Tanker Drivers’ Union and stakeholders to an emergency meeting on Monday, June 8.
The meeting, Mr. Ambode said, would address the incessant petrol tanker-induced fires in the state.
The governor gave the directive on Saturday during a visit to the scene of the early morning petrol tanker fire at Idimu area of the state.
A similar tanker fire occurred on Tuesday at Iyana-Ipaja area of the state which left several shops and vehicles destroyed.
The Idimu fire which occurred in the wee hours of Saturday at an intersection has also left property worth millions of naira in ruins.
About 34 buildings, 70 shops, one tricycle and one truck were consumed by the fire ignited by a fallen petrol-laden tanker, according to the Lagos State Emergency Management Agency (LASEMA).
“I have directed that we will meet with the union of the tanker drivers and other agencies on Monday morning, and we must make pronouncements relating to the usage of our roads.
“This is another unfortunate accident within one week; unfortunate because we are beginning to lose a lot of our assets and property”, Mr. Ambode said.
Mr. Ambode also said it had become necessary to check the activities of the tanker drivers and enforce the state traffic laws.
“We do not want this to repeat itself again. I have been briefed that there were two tanker drivers actually competing on the road as at midnight including a commercial bus.
“In the process, one of the tanker drivers conveying 33,000 litres of fuel lost control at the bend and spilled its content to as far as five streets”.
He said 34 houses and 70 shops were destroyed by the fire.
Mr. Ambode also commiserated with those affected by the fire and appealed to them to remain calm.
“We will do immediate relief and take enumeration to see how we can address this issue.
“We will do everything in our might to make sure that they go back to their normal lives”, he said.
Giving an account of how the incident occurred, the Director of the Lagos State Fire Service, Rasak Fadipe, said his men responded to the distress call at about 12.08 a.m. on Saturday.
“The prompt response by the rescue officers with the aid of the community helped to prevent the fire from spreading.
“The effort we put in saved the MRS fuel station from being engulfed by the fire and we also saved several buildings here”, he said.
He said the incident also consumed fire- fighting materials that would have been used to contain about 15 to 20 future fire outbreaks.
“As the governor said, something has to be done about this type of incidents”.
Also speaking, Babatunde Kokumo, the Deputy Commissioner of Police, Operations, pledged the support of the Police in addressing the situation.
“We want to see that‎ sanity returns to our roads, particularly sanity among our tanker drivers, tipper drivers and generally among all users of roads in Lagos.
“The government is doing so much for us and we must as a matter of seriousness reciprocate all these gestures by ensuring that we instil sanity”, the DCP said. (NAN)
