In a statement signed by the National President, BCPG, Mr. KunleAwobodu, the guild noted that the construction industry needed the wind of change that was currently blowing across the energy, financial and civil service sectors of the nation.

He said that this was required to sanitise the built environment, adding that low staff strength, bureaucracy, inexperience, poor methodology, sentiments, cowardice, compromise, corruption and lack of enforcement were the major problems of physical planning and building control operations across the country.

Awobodu said, “When the majority’s interest in a service is not determined by passion but by immediate pecuniary gains in a deteriorating societal value, the collective desire for an organised society will remain a mirage.

“If people entrusted with the duty of implementing regulations and laws on physical planning and building control had been knowledgeable, sincere, steadfast and committed, the danger of slum growth and defective buildings would have been nipped in the bud from the outset. Preventing haphazard development and substandard building construction is less expensive and more effective to demolition.”

The BCPG president stated that the latest tragedy at Bukuru, Jos, Plateau State in which a school building collapsed was a grim evidence of an extremely slow progress in the revival of standard construction in the country.

He noted, “Earlier in the month, exactly Wednesday, September 9, the Mekaval Hotel at Effurun area of Warri collapsed, with many people sustaining injuries. The collapse of the two-storey building of the Abu Naib Islamic School in Bukuru near Jos on Sunday, September 13, 2015 was a painful reminder of the Synagogue Church of All Nations’ seven-storey building that collapsed in Ikotun, Lagos on Friday, September 12, 2014. In the collapse of these two religious buildings, lives were lost.

“Collapse of buildings in this peculiar month of September when Buhari’s government marked its 100 days is a wakeup call on the issue of substandard construction in the Nigerian built environment. The unfortunate incidents that coincided with this government’s preparation time for the greater activities ahead should arouse the interest of the President and governors on building collapse prevention. Hence, the issue of safe built environment should be placed on the priority list.”

The builder said the problem of building collapse in the country was largely man-made.

“In those days when there was orderliness in the system, building collapse was a rare occurrence. As the system gradually collapsed, the nation descended into the era of impunity and lack of respect for rules and regulations,” Awobodu added.

Akintunde, who spoke at the 4th edition of the Infrastructure Asset Summit Africa in Lagos, said for any infrastructure project to be sustainableit must be economically viable, socially acceptable and environmentally responsible to all stakeholders.

“Most concessioned infrastructure projects in the country today are witnessing setbacks and are losing their essence because sustainability factors such as stakeholders’ engagement, facilities management and asset maintenance are relegated to the background from inception,” he said.

Akintunde spoke on: ‘Achieving sustainability in the development and management of public infrastructure through PPP concession arrangement: Case study of the Lekki Toll Road’, noting that the Lekki/Epe master plan was on course, but sustainability of the project might be at risk.

He said, “As with most other Public-Private Partnership projects in Nigeria, there are some challenges with the Lekki-Epe Expressway project, which is threatening the sustainability of the master plan. For example, there is only one road access to that axis; how would people be evacuated in cases of emergencies? For an area projected to accommodate a resident population of about 3.4 million, the road is not economically sustainable because it is prone to quicker wear and tear due to the heavy traffic it carries.

“On the other hand, we should ask ourselves why the people are resisting the tolling even when travel time on the road has reduced. It is because the government and private sector are yet to show the people the economics of the project.

“As the case stands, the government has bought the project off the private company; but we must consider the situation from the point of view of future investors in our PPP projects. Why would any private investor want to put his money in ventures that the people might resist?”

Akintunde also expressed concern that other infrastructure such as airports that were given out on concession were becoming unsustainable because the maintenance of the projects was taken for granted.

He said his fear was that if the poor maintenance culture of public infrastructure continued unabated, at the end of the concession period, mere carcasses that might be worse than what were given out to private investors would be left.

According to him, all stakeholders stand to benefit from the immense gains of PPP but each of them must be willing to play defined roles.

He added, “Rather than getting entangled with maintenance and operations, government should focus on its key role, which is regulatory. So for us to get value on our public infrastructure, government must assume that role of requesting that private sector operators include facilities management and maintenance components in their concession agreements.

“Government must also go further to ensure strict adherence and enforcement of the laid down procedure for maintenance of the infrastructure.”

The Project Coordinator, O’RAMP, Mr. Adelere Oriolowo, solicited the support at a stakeholders’ forum held in Osogbo on Friday.

Oriolowo said the agency needed the support of the councils and residents because the World Bank would not be indefinitely responsible for the maintenance of roads constructed under the initiative.

He stated that O’RAMP had constructed 212 kilometres of roads and was now ready to begin the construction of additional 300 kilometres to ease vehicular movement in the rural areas of the state.

Oriolowo said, “We need the support of the local government areas and residents in the areas where the roads are constructed to maintain the roads.
