The House of Representatives Committee on Works has said that the Lagos-Ibadan Expressway should be given routine maintenance after its rehabilitation in order to avoid it reconstruction in a few years to come.

The Chairman of the committee, Mr. Toby Okechukwu, said this during an inspection of the road by members of the committee.

He stated that although there had been delays on the project, enough progress had been made, adding that the committee would address the issue of introduction of weighbridges and warehouses, which was suggested by the project manager.

Okechukwu said there would be alternative routes for commuters during the festive period to ease the flow of traffic.

According to Wolfgang Panzei, the project manager, the issue of lack of maintenance will make the road to deteriorate and also affect its lifespan.

Okechukwu said that there was a bill presently in the House on the issue of maintenance of roads, which would be dealt with in a short while.

The Deputy Chairman of the committee,Abubakar Amuda-Kannike, urged the contractor not to extend the time of contract in order for commuters to start benefitting from it as funds had been made available for the continuation of the project.

Eko Atlantic City, a unique development on the coast of Lagos, has reached advanced stages with the delivery of an eight-lane arterial road that is over 1,500 metres long, according to the developers, South Energyx Nigeria Limited.

The city, which is divided into eight districts, is planned for mixed-use with commercial, residential, entertainment and leisure activities to make it a 24/7 lively environment.

City amenities and services, according to the developers, will include an international school, plant nurseries hospital, and a state-of the art shopping mall.

The developers said in a statement, “The eight-lane boulevard’s road design and construction has been built to world’s best practices with beautifully paved sidewalks, tree-lined and streetlights completed with a stunning ocean view. One of the considerations when developing the Eko Atlantic City was to guarantee a traffic-free zone.

“This has now been achieved with the major road network recently completed. The extensive road network is now clearly defined with an area in excess of 200,000 square metres. Most significantly, the Eko Boulevard, the focal point of the business district, is fully completed from Ahmadu Bello Way in Victoria Island to the ocean front sea wall.

“We are extremely proud to have achieved another major milestone in the development of Eko Atlantic City. This futuristic city is not just for residential and commercial activities, but a tourist attraction. We strongly believe that the new boulevard will enhance business activities, facilitate intercity transportation as well as attract tourists from all over Africa.”

The city’s infrastructure network makes it the most technically advanced city in Nigeria and Africa; it comes with a fully integrated autonomous and reliable infrastructure networks with extensive paved sidewalks, storm water drains, sewer drains, water supply piping, power cables and IT network, according to the statement.

The city also offers 15 connecting bridges, employing a post-tensioning system for their deck reinforcement, with 14 of the bridges already completed.

The development project is the brainchild of the Chagoury Group. In 2006, South Energyx Nigeria Limited, a subsidiary of the group, was awarded the concession to reclaim the Bar Beach land, develop infrastructure and act as the exclusive authority over the development of Eko Atlantic City, next to Victoria Island in Lagos.

The Lagos State Government has said that it is set to provide the residents of Command and Ajasa communities in Alimosho Local Government area of the state a good road with the dualisation of the 1.9-kilometre Ajasa-Command Road.

The General Manager, Lagos State Public Works Corporation, Mr. Ayotunde Sodeinde, stated during an inspection of the project that the road, which has been in a deplorable state for a while, would soon wear a new look.

According to him, Governor Akinwunmi Ambode visited the site recently and promised the communities that the government would commence an outright rehabilitation of the stretch of Ajasa-Command Road, which serves as the link to Ipaja and Ayobo communities, in two weeks.

He added that the governor said that the reconstruction was also a measure to decongest the Lagos-Abeokuta Expressway for motorists transiting through Ipaja-Ayobo, Egbeda and the LASU-Iba Road.

Sodeinde said construction projects in the state were massive, adding that a similar work was being carried out simultaneously on the 2.9km dual carriageway in Church/Giwa Street along Ekoro Road in Abule-Egba.

He said the project would go through Giwa Fagbemi end of the road, with the construction of a bridge linking Abesan Housing Estate in Ipaja Town.

“For a thorough expansion to be carried out on the roads, some unapproved roadside shops have been demolished so that other facilities like drainage alignment, walkways and streetlights could be provided to enhance the beauty of the new roads,” he said.

The General Manager, Lagos State Public Works Corporation, Mr. Ayotunde Sodehinde, says the state government plans to rehabilitate more roads in the state.

Sodehinde, who stated this during a tour of the ongoing Ikotun-Ejigbo Road project, said the state government had recently awarded the rehabilitation of a bad portion of Regina Mondi, in Mushin Oloosa, and had also directed that palliative and rehabilitation work should commence on Fadeyi Road; Brown Street, Oshodi; Naval dockyard, Apapa and Ketu outward to Ikorodu.

He said the ongoing drainage work on the Ikotun-Ejigbo Road would assist in containing rain water and discharge from homes and industries to the bigger drains.

According to him, other roads in need of rehabilitation within the state will also be attended to in due course.

He added that in the last three months, the LSPWC had carried out palliative and minor rehabilitation work on about 120 roads in the state and that 33 teams of the corporation were at various locations of the state monitoring the roads, to identify all the bad portions needing attention.

“The bad weather and paucity of funds contribute immensely to the slow pace of road repairs in the state but as soon as the rains subside, all the roads will be attended to,” he said.

Sodehinde said the Lagos State Governor, Mr. Akinwunmi Ambode, had directed that all the 57 local government councils should submit at least four bad roads in their neighborhood to the state government for rehabilitation and reconstruction.

He said, “Amongst the roads the corporation has worked on in the last three months are the Lekki-Epe Expressway; Eleran Igbe T-Junction, Epe; Odunlani Street, Bariga; Adekoya Street, off College Road, Ifako Ijaiye; Fatai Atere Way, Ladipo; Lakowe-Bogige inward Ajah; and Town Planning Way/Industrial Avenue, Ilupeju.

“We have also worked on Lawanson-Itire Road, Ijesha, Surulere; MKO Gardens Road Alausa; Alhaji Akinwunmi Street, Ladipo, Mushin; Asa Afariogun Street and Lateef Salami Street, both in Ajao Estate, to mention just a few.”

Sodehinde however said that the automobile mechanics using the roads as their garages to repair vehicles should desist from the act as chemical discharge such as oil, petrol and diesel could damage the roads.

He also urged car-wash operators to ensure that they channel their waste water properly as it is unfriendly to asphalt used for road construction.

The Federal Road Maintenance Agency has begun the repair of some failed sections of the Ilesa-Ife Expressway to ease difficulties being faced by motorists plying the road.

The Federal Road Maintenance Engineer in Osun State, Mr. Ayodele Omojengbesi, said this in an interview with our correspondent in Osogbo on Friday.

The repair work is ongoing at Ipetumodu and the FERMA boss said the agency’s team would move to Gbongan-Wasimi section of the road to continue the patching of the bad spots on the road.

Omojengbesi said, “There are dangerous potholes on this road and FERMA has started patching some of these potholes to make the journey on the road safe.

“We are working around Ipetumodu and after this, we will move to Gbongan- Wasimi section of the road to continue with the repair work.”

The FERMA boss said the agency was making use of direct labour to execute the work, saying the patching of potholes would be extended to the Osun Junction, which he said was prone to accidents.

To make the work cheaper, Omojengbesi said the agency was using its mini asphalt and potholes patcher with direct labour to get the work done.

He said, “We don’t buy asphalt; we produce the one we use at our mini asphalt plant and we use our pothole patchers to carry out the repair work. This is reducing the cost and it is making our work faster.

“But we don’t have enough money to repair every part of the road at the same time. We are using the little money we receive to get the sections where we are done.”

He raised the hope of motorists plying Ilobu Road, which links Osogbo with Ogbomoso in Oyo State, saying the inspection team of the agency from its headquarters had visited the road to assess it.

He said work would start soon on it but when asked to say the specific time when the repair work would commence, Omojengbesi said he could not say but stressed that the management of the agency had shown interest in fixing the road.

He stated that the Gbongan-Iwo-Awe Road in Oyo State was also inspected by the team form Abuja.

The Osun Rural Access and Mobility Project has said it needs the support of local government councils and residents of areas where it has constructed roads to ensure their proper maintenance.

The Project Coordinator, O’RAMP, Mr. Adelere Oriolowo, solicited the support at a stakeholders’ forum held in Osogbo on Friday.

Oriolowo said the agency needed the support of the councils and residents because the World Bank would not be indefinitely responsible for the maintenance of roads constructed under the initiative.

He stated that O’RAMP had constructed 212 kilometres of roads and was now ready to begin the construction of additional 300 kilometres to ease vehicular movement in the rural areas of the state.

Oriolowo said, “We need the support of the local government areas and residents in the areas where the roads are constructed to maintain the roads.
