The Nigerian Institution of Estate Surveyors and Valuers has disclosed plans to draw the attention of all relevant stakeholders to issues capable of derailing the Federal Government’s housing programme aimed at constructing 10,000 houses in each state of the federation.

The Chairman, Faculty of Housing, NIESV, Biodun Odeleye, said there was a need for the government to ensure that the project work by reducing to the barest minimum corruption, while keeping focus on building houses that would meet the needs of the people.

He said, “We learnt of a proposal in some quarters for 10,000 housing units to be built in each state of the federation, including the Federal Capital Territory. Such appears a giant step and a quantum leap towards getting out of the housing quagmire in Nigeria.

 

“This proposed project will supply about 37,000 housing units into the housing market, which implies that in about 54 phases of similar exercise, Nigeria would get pulled out of her housing deficits. Combining the efforts of the private sector, Nigeria may come out of her housing crisis earlier than projected.

“However, looking at the current economic depression in our country, which has caused tremendous cash squeeze on the government, private sector and individuals; the outlook is unclear as to how to actualise the project. Almost a year since the programme was announced, Nigerians have yet to see genuine efforts towards actualising it.”

Odeleye said the project and other issues affecting the country’s housing sector would form the basis of discussion during the NIESV 5th National Housing Summit, with the theme, ‘10,000 housing units in each state of the federation: Issues and prospects’, to be delivered by the Dean of Environmental Sciences, University of Lagos, Prof. Gbenga Nubi.

According to him, the summit, which holds in Port Harcourt on October 6, will also have sub-themes such as ‘Taming challenges through city regeneration’ and ‘Building a robust housing mortgage system for housing delivery in Nigeria’.

Others are ‘Reducing housing cost through modern housing techniques and construction materials’ and ‘Key roles of professionals in the housing delivery value chain’.

The management of Tetramanor Gardens Limited has unfolded plans for a new residential project at an emerging area of the Costain-Iponri area of Lagos, known as Olaleye New Town.

The estate, according to the developer, is a new mid-market residential development planned for delivery within the first quarter of next year and estimated to cost N500m, while a team of construction professionals from Baron Architects and 225MM Construct are undertaking the project.

According to the Business Development Manager, Tetramanor Gardens Limited, Mr. John Beecroft, the development is as a result of an extensive survey with a view to meeting the needs of the targeted market.

He said the estate would offer a community where kids could live life to the fullest in spaces specially designed for them.

Beecroft stated, “Modalities for facility management will also be agreed upon between Tetramanor and owners vis-a-vis the extent of services and duration of backup power. To cater for the various family sizes, we chose to mix the house types ranging from three-bedroomed condominiums, to four-bedroomed townhouses with maid’s rooms.

“In line with providing exactly what people want, our property comes fully finished, curtailing that itchy-feeling inside us that wants to furnish them just the way we envisioned. Still, we will be providing our buyers the option of working with our interior decorator to get that taste of the heaven we imagined. All rooms are en-suite.”

According to Miss Folawunmi Banjo, an engineer with 225MM Construction Limited, the project is planned for delivery in 15 months and comprises of blocks A, B and C.  While blocks A and B are terrace apartments, block C hosts condominiums.

“Each unit in the gated community has a title of Deed of Sublease. All the house types, including condominiums, townhouses, maisonette and penthouse will be aesthetically appealing, designed with modern spaces and easy to customise to each homeowner’s style and taste,” she said.

The General Manager, Lagos State Public Works Corporation, Mr. Ayotunde Sodehinde, says the state government plans to rehabilitate more roads in the state.

Sodehinde, who stated this during a tour of the ongoing Ikotun-Ejigbo Road project, said the state government had recently awarded the rehabilitation of a bad portion of Regina Mondi, in Mushin Oloosa, and had also directed that palliative and rehabilitation work should commence on Fadeyi Road; Brown Street, Oshodi; Naval dockyard, Apapa and Ketu outward to Ikorodu.

He said the ongoing drainage work on the Ikotun-Ejigbo Road would assist in containing rain water and discharge from homes and industries to the bigger drains.

According to him, other roads in need of rehabilitation within the state will also be attended to in due course.

He added that in the last three months, the LSPWC had carried out palliative and minor rehabilitation work on about 120 roads in the state and that 33 teams of the corporation were at various locations of the state monitoring the roads, to identify all the bad portions needing attention.

“The bad weather and paucity of funds contribute immensely to the slow pace of road repairs in the state but as soon as the rains subside, all the roads will be attended to,” he said.

Sodehinde said the Lagos State Governor, Mr. Akinwunmi Ambode, had directed that all the 57 local government councils should submit at least four bad roads in their neighborhood to the state government for rehabilitation and reconstruction.

He said, “Amongst the roads the corporation has worked on in the last three months are the Lekki-Epe Expressway; Eleran Igbe T-Junction, Epe; Odunlani Street, Bariga; Adekoya Street, off College Road, Ifako Ijaiye; Fatai Atere Way, Ladipo; Lakowe-Bogige inward Ajah; and Town Planning Way/Industrial Avenue, Ilupeju.

“We have also worked on Lawanson-Itire Road, Ijesha, Surulere; MKO Gardens Road Alausa; Alhaji Akinwunmi Street, Ladipo, Mushin; Asa Afariogun Street and Lateef Salami Street, both in Ajao Estate, to mention just a few.”

Sodehinde however said that the automobile mechanics using the roads as their garages to repair vehicles should desist from the act as chemical discharge such as oil, petrol and diesel could damage the roads.

He also urged car-wash operators to ensure that they channel their waste water properly as it is unfriendly to asphalt used for road construction.

The Ogun State Government, through its housing corporation, is collaborating with Shelter Afrique to build a N2bn housing estate for the workers.

Shelter Afrique, which has its headquarters in Nairobi, Kenya, has a regional office in Abuja, and is owned by 44 African countries and the African Development Bank. It is a commercial institution that works with banks and other specialised financial intermediaries to promote home building and ownership.

The state government said in a statement that it had concluded plans to provide a housing estate,       which would be located at Kemta, Idi-Aba area of Abeokuta, and would be for the civil servants who were contributing to the National Housing Fund.

The General Manager, Ogun State Housing Corporation, Mrs. Jumoke Akinwunmi, was quoted to have made this known during a meeting with the Resident Regional Representative of Shelter Afrique, Mr. Oumar Diop, at the Plainfiled Estate, Oke-Mosan, Abeokuta.

Diop was quoted as saying that Shelter Afrique was willing and committed to making available the sum of N2bn to realise the project aimed at providing affordable shelter for workers who had not benefited from previous government housing schemes in the state.

He said the project would avail the workers the opportunity to have their own houses, adding that the gesture would in-turn boost their productivity.

House plans Lagos Nigeria – A lot of Nigerians start building their homes without valid house plans. Many home owners simply call a brick layer or mason, describe how they want the house, and then commission him to start building . . . even without a documented building plan.

For those who understand the value of a building plan, they opt to contract a draftsman instead of a licensed architect for their building plan. And immediately the draftsman complete the drawings they start building. Many don’t bother to submit the building plan to the town planning authority to get approval before building construction.

The end result?

You find many Nigeria real estate homes, even those with building plans, marked red by the Lagos state government for lack of compliance to the building code.
