The firm said the package was created under a working agreement with TrustBond Mortgage Bank Plc, which would offer 80 per cent of the cost of renting a house at any location in Lagos and Abuja.

“Property Bank is an online real estate marketing platform with arrays of properties covering residential, commercial, industrial, warehouses and plots of land.

“Rent seekers who are currently unable to afford their choice of properties can now live in their choice houses by contacting us for options of houses selectable from the platform, while TrustBond Mortgage Bank Plc will provide funding,” the firm said in a statement.

It added that under the product, the subscriber would contribute 10 per cent minimum equity with no collateral, while one year rent would be repayable in six to nine months, and two years rent repayable in 12 to 18 months.

According to the firm, the disbursement of funds is subject to the subscribers meeting the terms and conditions of TrustBond.

“TrustBond is our mortgage banker with a national mortgage banking licence and offices in Lagos and Abuja.

“Their presence in these cities gives residents the opportunity to access rent loans for properties provided by Property Bank,” the statement added.

The Chief Executive Officer, Property Vault Limited, the holding company for Property Bank, Mr. Andy Morkah, was quoted as saying that the goal of the ‘rent actuation’ plan was to empower consumers with the most thorough information in the market and bring them in direct contact with the agents.

He said, “At Property Bank, we help you find your perfect property. Our listings aim at providing you with as much information as possible and an in-depth insight on each property.

“Our agents are well equipped and they have the direct mandate for each property straight from the owners, bringing greater efficiency to the Nigerian real estate market.

“Searching for properties and full acquisition have been made easier; transactions can now be concluded in a maximum of 48 hours.”

Morkah said the firm had signed on properties from developers and direct brief agents in Lagos and Abuja, and had generated more than 7,000 properties on the portal.

At the inauguration of the plant in Irolu, Ogun State, Jibril said the project was being implemented under the auspices of the Montreal Protocol on Substances that Deplete the Ozone Layer, to which Nigeria is a party.

The Montreal Protocol on Substances that Deplete the Ozone Layer was designed to reduce the production and consumption of ozone depleting substances in order to reduce their abundance in the atmosphere, and thereby protect the earth’s fragile ozone Layer.

The original Montreal Protocol was agreed on September 16, 1987 and entered into force on January 1, 1989, and includes a unique adjustment provision that enables the parties to the protocol to respond quickly to new scientific information and agree to accelerate the reductions required on chemicals already covered by the Protocol.

The minister noted that it was a milestone in the global efforts to phase out the use of ozone depleting substances such as hydrochloroflurocarbons, a substance used in the refrigeration and air-conditioning sector, which has potent greenhouse and high global warming potential.

Jibril said, “I think it is a significant milestone and its importance cannot be overemphasized. This project has so many facets, apart from attempting to make the country self-sufficient; it also creates a lot of employment opportunities, especially for those involved in the refrigeration business.

“It will also go a long way to reduce our foreign imports; even though this is a pilot project, it has the potential to grow into a bigger scale and we urge the local and international industrialists to come forward and invest in this technology.

“It has a lot of local content and anything that will not have to do with foreign exchange is a welcome development; the engineer who designed this has done a good job.”

Among the advantages of the plant are the availability of raw materials for producing HC refrigerants; availability of high grade HC refrigerants for use by the refrigeration and air-conditioning sector, and building of local capacity to produce energy efficient low global warming potential gases.

According to the minister, with assistance from the multilateral fund for the implementation of the protocol, the Federal Government is implementing Nigeria’s stage one of the hydrochloroflurocarbons phase out management plan, for which the fourth tranche has been completed.

He said the first stage of implementation commenced in 2011 and should be completed by the end of this year.

“The hydrocarbon pilot project is one of the main components of the project and is designed to demonstrate the feasibility of replacing the current use of hydrochloroflurocarbon refrigerants in the refrigeration and air-conditioning sector,” he said.

Jibril added that the project would be followed by a well-structured training and certification programme for technicians in the refrigeration and air-conditioning sector nationwide on the safe use of the HC refrigerants.

He added that basic training and prevention measures to reduce hydrocarbon emission when carrying out regular maintenance services, hands-on training and use of HC refrigerants to operate domestic air-conditioning and refrigeration appliances, among other information, would be shared.

According to the minister, opportunities also exist for individuals and corporate organisations to make profit by helping the government to phase out hydrochloroflurocarbons.

He added, “We are looking forward to harnessing the product of the hydrocarbon plant, which is also known as butane, as a source of clean energy and an alternative to firewood mostly used by a percentage of the population.

“The use of LPG as the raw material for the hydrocarbon plant is also of great environmental benefit as it will lead to the reduction of gas flaring by our refineries.”

Jibril also said that the ministry would soon be involved in an articulated campaign in both the print and electronic media to sensitise the people to the fact that the issue of the environment was beyond the monthly exercise of cleaning the streets.

“We are aware of erosion in parts of the country. In the North, desertification is hitting us hard; and in the South, coastal erosion and deforestation are hitting us hard too. We must realise that harmful practices in the environment are not in our best interest and the world has been talking about conservation and we cannot do without conserving our environment,” he said.

It is one of the proposed 20 stations required to manage the over 11, 000 metric tonnes of waste generated daily in the state, according to the agency.

The Lagos State Governor, Mr. Babatunde Fashola, said solid waste management in the state had gone beyond the norm of collection and transportation, and now occupied a key position, playing a paramount role in urban hygiene, sustainable development and governance.

He said, “These facilities are major landmark in the quest for development in the waste management sector in particular and other public utility services.

“This facility will not only reduce turnaround time, it will reduce cost on overhead such as fuelling and other consumables and enhance the shelf life of equipment with a multiplier effect on general hygiene.”

Fashola also urged residents of the state to ensure sustainability by paying for services rendered while all communities should constitute a watchdog to monitor their environment to prevent indiscriminate dumping of waste.

He also said the state government planned to open a recycling plant in Alimosho.

The Managing Director of LAWMA, Mr. Ola Oresanya, said the increase in waste generation figure put at a growth rate of six to eight per cent, and the lack of space for landfill sites informed the decision to replace the dumpsites in the state with 20 transfer loading stations, designed with the capacity to handle 1, 000 tonnes of waste daily.

He added that the loading station used to be a dumpsite and a haven for hoodlums.

He said, “A total of 165, 000 metric tonnes of waste was evacuated from this place. This facility like the two previous ones is a demonstration of capacity to transform degraded or mismanaged environment to a facility of repute as a social remediation strategy.

“The Simpson TLS was unveiled in 2009 and has processed over 600,000 metric tonnes of waste while the Oshodi TLS inaugurated in 2011 has also processed a total of 324, 651 metric tonnes of municipal solid waste.”

He said that with the established benchmarks for the development and operations of the loading stations, LAWMA was set to allow the private sector to participate in the rapid development of the remaining 17 stations across the state.

“For immediate take-off, four sites are ready for development. The sites are Ogombo, Abule-Egba, Ishasi and Owutu in Ikorodu,” he said.

The new loading station is expected to serve areas such as Ikeja, Agege, Ifako-Ijaiye, Ojokoro, Iju-Ishaga and Orile-Agege.

“In addition, the station will also provide a buyback centre for the community and also serve as a source centre where used clothes, bags and other household items will be collected and handed over to the less privileged under the LAWMA re-use programme,” Oresanya said.
